Program Overview

Guided by the dictum of Judge Learned Hand – “thou shalt not ration justice” -  since 1968 Southwestern Pennsylvania Legal Services (SPLAS) has been dedicated to the principle of affording equal access to justice for the low-income clientele served. 

Over the past four decades, the program has provided a wide ensemble of qualitative civil legal services to the targeted population in Washington, Greene, Fayette and Somerset Counties including representation in family, consumer, benefits and housing law matters.  Since 2008, SPLAS has directed the West Penn Rural Fair Housing Initiative, serving 24 counties in the Commonwealth.

Scope of Duties:

  • Maintain and further develop and refine SPLAS’ strategic vision
  • Ensure the provision of high quality legal assistance
  • Ensure accountability to the SPLAS Board, its clientele, and funding agencies
  • Maintain organizational stability through sound financial planning and management
  • Maintain effective and productive relations with Courts, the private bar, human service and client advocate agencies and the general public
  • Recruit and retain high-quality staff
     

Preferred Qualifications:

  • Be a licensed attorney in good standing; if not admitted in Pennsylvania, willing to take the Pennsylvania bar and acquire licensure
  • Possess demonstrable and experienced leadership skills
  • Exhibit excellent communication skills and the character to motivate the staff and develop trust and confidence among all stakeholders
  • Have management experience in a legal services program or comparable legally-related organization
  • Evidence capability for maintaining developed inter-agency relations and forging new partnerships
  • Have experience in working with the low-income community, and evidence understanding and empathy for the challenges confronting the targeted clientele
  • Have salaried/pro bono experience in representing low-income clients in civil legal proceedings
  • Have demonstrable record of achievement as litigator
  • Have experience working as an advocate for fair housing rights of protected classes
